Senior Manager, Corporate Data Management and Governance

  1. Enterprise-wide Data Governance Leadership and Community:


    • Develops, maintains, implements, and evolves enterprise-wide data governance strategies, frameworks, policies, standards, and processes to ensure the integrity, trustworthiness, accuracy, completeness, timeliness, and usability of enterprise data.
    • Defines and enforces data governance principles and best practices across the organization.
    • Leads the development and maintenance of data governance documentation, including data dictionaries, metadata repositories, business terms, key data elements, and data lineage.
    • Serves as a subject matter expert on data governance matters and provides guidance and support to business units, IT, and analytics teams.
    • Leads an enterprise-wide Data Governance Council comprised of executives representing business areas across the enterprise charged with governing data.
    • Collaborates with cross-functional teams to establish data ownership and data stewardship responsibilities and workflows.
    • Monitors and enforces compliance with data governance policies and standards through regular audits and assessments.
    • Partners with IT teams to implement data governance tools and technologies that support data management and compliance initiatives.
    • Stays current with industry trends for managing and governing data and recommend enhancements to the data governance program.
    • Develops, documents, manages, and provides oversight on data governance and data management policies, processes, standards, and procedures.
    • Matures the data governance program and secures engagement and buy-in for enterprise-wide data ownership and stewardship by engaging business leaders and defining roles and responsibilities.
    • Measures and oversees efforts to improve data quality and has experience profiling data.
    • Develops and institutes data access policies and procedures based on data classifications that balance adequately protecting data with providing access to data for timely business decision-making.
    • Helps HMSA become a data-driven organizations by supporting the use and management of high-quality data and analytics in HMSA's culture and decision-making
    • Works closely with IT, Information Security, and the Privacy Office to ensure the data governance framework and management of data assets are aligned with the IT corporate architecture and relevant privacy and security laws, regulations, and policies.
    • Leads and participates in data governance process audits.


  2. Data Management Operations:

    • Accountable for data management functions on Enterprise Data Platform:


      • Business owner of, and leverages to the greatest degree possible, the Informatica Intelligent Data Management Cloud (IDMC) and Cloud Data Management and Catalog (CDGC) tools that support data management and data governance.
      • Develops, institutes, and oversees light-weight data governance processes that ensure data governance metadata stay up-to-date and accurate.
      • Accelerates insight generation by improving standardization and discoverability of data.
      • Improves adoption of data assets by building trust in them.
      • Oversees the capture of metadata about HMSA's extract, transformation, and load (ETL) processes and ensures that data lineage is captured across the data ecosystem (e.g., databases, data marts, data sets, interfaces, application programming interfaces (APIs), analytics, reports, and dashboards.)
      • Understands HMSA's technology platforms and implements appropriate data governance methods and processes across these platforms.
      • Develops, implements, and oversees the governance of policies, processes, and documentation for HMSA reference data.
      • Oversees the business ownership of data on HMSA's Enterprise Data Platform data ecosystem, responsible for partnering with IT in scaling the growth of the platform and delivery of data to meet business needs.
      • Defines and institutes processes to integrate business owner and stewardship stakeholders in: establishing data quality thresholds; designing, reviewing, and monitoring data scorecards; and facilitating the resolution of data issues.
      • Accountable for instituting data issue resolution process(es) and remediation plans and activities.
      • Accountable for maintaining catalogs of data sources, data products, global field definitions, metrics, and dimensions along with documentation, metadata, and data relationships, etc.




  3. Master Data Management:


    • Develops and grows HMSA's master data program as business owner of Informatica's Master Data Management (MDM) solution and processes.
    • As the product owner, ensures that HMSA's MDM program meets HMSA's business needs and data quality requirements.
    • Understands the technical details of the MDM solution and serves to bridge the gap between the business needs and the technology solution.


  4. Data Government Department Management

    • Responsible for the full range of management functions related to assigned employees.

      • Leadership: Provides strong leadership to the department, guiding and motivating team members to achieve departmental goals and objectives.
      • Planning: Develops strategic plans for the department in alignment with overall organizational goals. This includes setting short-term and long-term objectives.
      • Budgeting and Financial Management: Effectively manages departmental budgets ensuring resources are allocated wisely and financial goals are met.
      • Staffing and Team Development: Recruits, trains, and develops departmental staff. Conducts performance evaluations and provides staff feedback to ensure continuous improvement.
      • Operational Oversight: Oversees day-to-day operations of the department to ensure smooth functioning. Monitors productivity and efficiency, adjusting as needed.
      • Collaboration: Fosters collaboration with other departments or teams within the organization to achieve cross-functional goals and initiatives.
      • Customer and Stakeholder Relations: Maintains positive relationships with internal and external stakeholders, ensuring their needs are met and concerns addressed.
      • Policy Implementation: Implements company policies and procedures within the department, ensuring compliance with regulations and standards.
      • Problem Solving and Decision Making: Addresses issues and challenges as they arise, making decisions that are in the best interest of the department and organization.
      • Performance Metrics: Establishes and monitors key performance indicators (KPIs) to track departmental performance and progress towards goals.
      • Risk Management: Identifies potential risks to departmental operations and develops strategies to mitigate them.
      • Continuous Improvement: Promotes a culture of continuous improvement within the department, encouraging innovation and efficiency.
      • Communication: Effectively communicates departmental goals, policies, and procedures to team members and stakeholders.
      • Reporting: Prepares regular reports for more senior management on departmental performance, challenges, and opportunities.




  5. Train and Develop Resources:

    • Identifies the need for and develops data management and governance training curriculum for departmental and the enterprise-wide data governance community on data governance principles and practices.


      • Mentors and coaches staff on data governance principles and best practices.
      • Manages skill and knowledge development of staff and vendors.
      • Enterprise-wide training on data governance and master data management principles, processes, and tools relevant to a person's organizational role.




  6. Perform all other miscellaneous responsibilities and duties as assigned or directed.
